At age 75 years or more, you can enrol as an external candidate in any college in Nigeria to write or rewrite SSCE and GCE examinations.
For example, if you have 8 credits but a pass or failed in Mathematic or English Language, you must enrol again as external candidate in any secondary school to rewrite English or Mathematics or English Literature, as the case may be, because you need a credit pass in any of those subjects to read certain courses in the University. You are not starting college as a fresher but as an external candidate.
You may also decide to do a final year tutorials at the college where you enrolled because of changes in school exams syllabus.

There are no Laws stopping or prohibiting any Nigerian from writing any examination to fulfil academic dreams or requirements.
