THE LEADERSHIP OF NIGER DELTA EX-AGITATORS' FORUM (NDEAF) CONGRATULATES DR. OTUARO ON HIS APPOINTMENT AS COORDINATOR OF THE PRESIDENTIAL AMNESTY PROGRAM (PAP)

16th March, 2024.

The National Executive Council of Niger Delta Ex-Agitators' Forum (NDEAF) ably led by Double Prince Godwin Tamaramieyeseiya the National President on behalf of the entire membership of the forum has sent a congratulatory letter to Dr. Dennis Burutu Otuaro (PhD.) on his appointment by President Tinubu as the Coordinator of the Presidential Amnesty Program (PAP). 

Dr. Otuaro's appointment is well deserved considering his immense contributions to the growth of the Niger Delta region and welfare of Ex-Agitators. His appointment is a square peg in a square hole in the sense that he is not only a true son of the Niger Delta region from Delta State but also an excellent administrator, a servant leader who understands the Niger Delta region, knows and feels the pains of the people as he usually identifies with the people and he has earned the title from us as *"The Traditional Oracle"* of the Niger Delta region. 

We are confident that under Dr. Otuaro's leadership, the Presidential Amnesty Program will continue to make a positive impact on the lives of former agitators, the youths of Niger Delta and contribute to the overall stability of the region. We hereby express our gratitude to His Excellency, President Tinubu for appointing Dr. Otuaro as the PAP Coordinator and also commend the efforts of His Excellency to promote peace, reconciliation, and development in the Niger Delta region. This is sequel to our series of agitations and letter to Mr. President to sack the former interim administrator of the Presidential Amnesty Program for his abysmal failure and ignorance of the pains of the Niger Delta people and the Ex-Agitators.

However, while we establish our commitment to working closely with Dr. Otuaro to succeed in his assignment as the PAP Coordinator, we pray that he will not follow the failed paths of his predecessors but attend to the following plights of the Ex-Agitators and Niger Delta youths: 

1. Meaningful engagement/reintegration with proper mentorship and monitoring of the Ex-Agitators who have been trained in different skills either through realistic empowerment or employment into the various Government ministries, departments, agencies and government parastatals including the paramilitary agencies. 

2. Timely payment of PAP scholarship students both home and abroad.

3. Not focusing only on Niger Delta stakeholders over his assigned duties. The monies meant to empower the Niger Delta youths must not be used to bribe stakeholders. Project Nigeria must be held sacrosanct. It is time to develop the region by developing the Niger Delta youths through the Presidential Amnesty Program.

4. Revisit of the Sixty Five Thousand Naira (#65,000) monthly stipends which is so meagerly frustrating that could not care for anything in modern day Nigerian life berated with inflation, Naira devaluation and high cost of living. Relying on the old order would lead the Ex-Agitators to reconsider militarism and criminality which negates the purpose of the program.

5. A paradigm shift from unrealistic empowerment to realistic empowerment and reforms of the Niger Delta youths through innovative and technological skills and advancement. Niger Delta youths must be trained on the requisite knowledge to become expertriates in the oil industries and other fields of human endeavours as Nigerians are clamouring for technological advancement and productivity. Gone are the days we rely on foreign expertriates to man our oil industries and rely on foreign products. We want to be manufacturers and exporters of goods and services in our blessed country. We want the western nations to also come and source for our youths as expertriates in their countries the same way they scout for footballers in Africa. 

We hope that Dr. Otuaro will not disappoint the Niger Delta people and the next generation. His immense contributions to the development of Niger Delta region would establish an excellent legacy and we hope that through his leadership, he will write his name in gold on marble in the archive of excellent leaders in our nation. 

Therefore, we pray God to grant him the needed wisdom, strength and favour to succeed in his new assignment in Jesus' name amen.

Arrest Evasion: Police Detain Ex-Gov Bello’s Female ADC, Others,
