THE CONSTITUTION OF THE KINGS AND QUEENS DELTA JULY 2007 INTAKE

This Document shall serve as a Legal Instrument, provision of Rules and Regulations that direct and guide the behavioral conduct of all activities of the members..

ARTICLE (1).

THE PREAMBLE

These group shall be called and known as THE KINGS AND QUEENS DELTA 2007 JULY INTAKE The group is created basically for Delta state July 2007 intakes only,

VISION STATEMENT

To create an enabling environment where Delta state July 2007 intakes will come together, 

MISSION STATEMENT

To foster unity within the July 2007 Delta state intakes all over the world,

AIMS AND OBJECTIVES

(a) To coordinate all Delta state 2007 intakes personnel towards progress in both as an individual, and Group,
(b) To enhance close relationship as intakes,
(c) To render assistance to each other when need arises
(d) To form United body as like minds
(e) To render needful assistance to ourselves in terms of logistics, advice, contribution,
(f) To shun inimical activities in our state, by applying legal and useful means
(g) To encourage ourselves for self development in areas of education and other professional courses
(h) To work towards our retirement day ( saving for the raining day).

ARTICLE: (ll)

 *THE LEADERSHIP OF THE GROUP SHALL BE CALL THE FOLLOWINGS:*

THE GOVERNING BOARD OF TRUSTEES,
THE EXECUTIVE COUNCIL,
THE GENERAL HOUSE,

Section I,

The Executive Council

(a) The Chairman
(b) Vice Chairman
(c) Secretary
(d) Assistant Secretary
(e) Financial Secretary
(f) Treasurer
(g) Public Relation Officer ( PRO)
(h) Provost
(i) Mobilization officer
(j) Mobilization officer two(2)

Section II,

CHAIRMAN:

(1) He/she shall preside over every meeting
(2) He/she shall head the group
(3) He/she shall delegate duties in accordance to the group regulations
(4) He/she shall be signatory to the group account

VICE CHAIRMAN:

(1) He/she shall assist the Chairman
(2) He/she shall serves as an acting chairman when the chairman is not around
(3) He/she shall receives Directives from the chairman on issues concerning the group.

SECRETARY GENERAL:

(1) He/she shall document and keep all records
(2) He/she shall take minutes of the group meetings
(3) He/she  shall be signatory to the group account
(4) He/she shall be in charge of the Secretariat properties.

ASSISTANT SECRETARY

(1) He/she shall assist the secretary when necessary
(2) He/she shall take attendance during meeting
(3) He/she shall act as the secretary whenever the secretary is not around

FINANCIAL SECRETARY:

(1) The financial secretary shall be in charge of the financial report/records of the group and give statement of account yearly
(2) He/she shall compile the names of financially committed members and acknowledge such payments accordingly
(3) He/she also shall serve as signatory to the group account

TREASURER:

(1) He/she shall keep the group funds
(2) He/she shall be custodian of the group financial valuables.

PUBLIC RELATION OFFICER (PRO)

(1) The PRO  shall serve as the mouth piece of the group as he/she relate the group issue to the public and also receive from the public and also brief the house for updates
(2) He/she shall be in charge of the publicity of the activities of the group 
(3) He/she shall maintain orderliness during meetings

PROVOST

(1) He/she shall handle disciplinary matters

MOBILIZATION OFFICER ONE AND TWO 

He/She shall be responsible for the mobilization of the membership of the group,
(2) be the chairman of mobilization committee, 
(3) be the responsible for the organizing of major activities of the group, 

ARTICLE (lll)

Section I,

APPOINTMENT OF SPECIAL ADVISERS

There shall be an appointment of special Advisers, committee by the chairman of the group in the following areas: adviser and adhoc committee, 

Section II,

 THE GOVERNING BOARD OF TRUSTEES

(a). Be the highest policy making body of the group, and shall have power to make regulations for the peace, order and good governance of the group,
(b). Have powers to elect it's own officers,
(c). Have powers to scrutinize, criticize, ratify, amend and reject proposals by the committee and executive,
(d). Have powers to set up standing committee as may be deemed fit subject to the provisions of the constitution.
(e). Quickly intervene in dispute and resolve within the executive or the group members,
(f). Head of the disciplinary committee,
(g). Members of the group shall not use any inflammatory words such as, abusive, insult, embarrassing, undermine each other opinions in the group platform and if any member does that shall be fine the sum of #1000 and if the member refuse to pay the money within a period of one month, the person shall be remove totally from the group platforms, will no longer be a member of the group until the person pay the fine, written apology letter to the group,

Section III,

GENERAL HOUSE

The general house is the final decision making body of the group, it shall deliberate and act on all matters concerning the group, which comprise the leader, critical stakeholders, past and present executive, and the Governing board of trustees, 

Section IV,

PRESIDING OVER THE GENERAL HOUSE

a. The chairman shall preside over the general house meeting,
b. On the absence of the chairman, vice chairman shall preside over the general house meeting,
c. Secretary General shall take minutes at every general house meeting, in absence of the secretary General, assistant SG, shall be taking minutes of the general house meeting,
d. Members have power to his or her opinion, suggestions, observations, recommendation for the way forward of the group

ARTICLE (IV)

Section I,

RULES AND REGULATIONS

(a) Discipline must be maintained
(b) Every member  must be accorded his/her respect either by age or rank
(c) Any executive member who shall be in possession of the group financial valuables and misappropriate it for his/her personal use without the knowledge of the group shall be reported to his/her employer in an effort to recover such valuables
(d) Any member who violate the rules of the group shall be warned before disciplinary action
(e) Issues of complain, invitation shall be directed to the office of the chairman through a private chat and not the general platform
(f) Seniority must not be claimed by any members as medium of intimidation
(g) All members must have freedom of speech
(h) The group is strictly met for security personnel
(i) Sensitive information concern the group must not be disclosed by unauthorized persons
(j) All comments, suggestions, complain must be viewed as extremely polite and constructive among members in order to avoid disunity

ARTICLE (V).

Section I,

ADMINISTRATION/ WELFARE

(a) The group shall open and manage a current account at any Bank,
(b) Issues of welfare must be on specific areas, such as burial of members parents and members father in-laws or mothers in-laws, members marriage, child dedication, sickness, and other critical state of members, shall be given necessary support required, 

(c) New personnel are to register with the sum of #1000 only. However, it's subjected for periodic review by general house,

(d) A new member must not be register until he/she do the needful, 

(e) Any member who could not pay his/her contribution for a period of more than three (6) months shall be deregistered from the group

(f) Leadership positions shall be rotational bases amongst the members,

(g) Tenure of office shall be a period of two years regardless of age or rank that show interest of any position through election process to choose any competent person to lead the group and a person can be elected into the same office position for only two tenor

(h) The chairman, Secretary General and Treasurer shall be signatory to the group account
(i) Any two out of the three shall sign for transaction to be carried out.
(j) The group shall be register at CAC or local Government Area, 

(k) He/She depart in caused of any kind, general contribution of five thousand naira (#5,000:00) for all each member, money realize will be handed over to the family in full

(l) Any member lost parents, in-laws, child dedication, marriage/wedding, any other celebrations shall invite the group with the sum of #5,000, the celebrant will entertain the attendance of the occasion,

(M) The sum of #100,000.00 shall be giving to the celebrant who lost any of his/her parents, in-laws, marriage/wedding, child dedication, other celebrations and if there is any remaining money it shall be keep in account,

(n) He/she parents, in-laws had departed, already married and bored Shall choose anything they want to celebrate for his or her entitlement. 
He/she member benefits once in a year, enable all members to benefit rotational,

(O) In case any member is sick, and in case of any major operation, surgery, accident, hospitalize, if inform or had, executive should drawn the attention of the group for voluntary contribution for assistance, 

(p) Any member who has benefited from the contributions of the group, want to Leave must return part of money giving to him, any member contributing want to leave must consider,

(q) There shall be get together end of year, within three senatorial district of Delta state, three thousand Naira (#3,000) contribution, subject for review,

ARTICLE (VI)

Section I,

ELECTORAL COMMITTEE SHALL,

(a) Be constituted by chairman with executive drawn from members of the group who are representatives. Only one representative per candidate shall be allowed into the counting station. 

(b)  The result of the election shall be announced immediately and directly as they are known, and a detailed list of candidates and the votes obtained shall be published within twenty-four (24) hours· of the election. 

(c)  A candidate shall be declared elected by a simple majority. If no winner emerges because of a tie, the electoral commission shall arrange 'another election within three (3) days for the candidates who tie. 
(d)  There shall be no casting of votes in any way whatsoever for any candidate who is returned unopposed to a particular post. 
(e)  Each candidate shall collect form freely according to the office for which he/she is contesting from the electoral committee 

(f)  Any member who owes the group any amount of money shall not be voted for in any election but can vote and he/she will not be entitle for any benefit

(g)  If any officer of the executive member is impeached or removed from office, his/her assistant will take over. If an assistant is impeached or removed from office, a bye-election will be conducted in the general house two weeks after the removal from office for his/her replacement. 

ARTICLE (VII)

SWEARING-IN/HANDING OVER

(a). The newly elected Executive Council shall assume office after being sworn-in by the board of trustees in the presence of the electoral committee at a ceremony organized for the purpose by the Electoral Committee not later than fourteen (14) days after the elections. 

(2). At the swearing-in of the newly elected Executive members, there should be a formal handing over of the group leadership to the new chairman by the out going Chairman of the group  before the commencement of first executive meeting, 
Consequently, the past Government of the group stands dissolved,


2023 5TH NOVEMBER ELECTORAL GUIDELINES 

1). The election shall be open election by simply majority of voter, 
2). Members elected into the executive shall hold offices for two (2) years commencing from the day of handover SWEAR-IN ,
3). Members elected into EC shall hold office for single tenure only.
4). The official handover ceremony shall take place immediately after the election.
5). The electoral committee shall have exclusive power to issue out guidelines as to the modalities of the election.
6). The electoral committee shall issue certificate of return to the elected officers during the swearing in after the election
7). The result of the election shall be announced after election and directly as they are known, and a detailed list of candidates and the votes obtained shall be published after the election.

9). There shall be no casting of votes in any way whatsoever for any candidate who is returned unopposed to a particular post.
 10) Each candidate shall collect online form freely according to the office for which he/she is contesting from the electoral committee 
11)  Any member who owes the group any amount of money is not entitled to contest but can vote for in any candidate of their choice , but he/she will not be entitle for any benefit 
12)  If any officer of the executive member is impeached or removed from office, his/her assistant will take over immediately. If an assistant is impeached or removed from office, a bye-election will be conducted in the general house two weeks after the removal from office for his/her replacement. 
(13) Voters are not entitled to cast their vote for two or three (3) candidate but one, but Incase of double vote from the voters 
 one out of the double vote shall be count as vowed.
(14) Any other vote after the time of election is exceeded will not be recognized as vote.
ELIGIBILITY

 1. A candidate for any elective position and voters to election must be a financial
member of the intake group and must be up-to-date with his membership and contribution levies
2. Must not be more than thirty five years (35) years in service at the time of election,
3. Must not be an ex-convict.
4. Must not be a member of any secret cult or gang. 
5. Must not have been declared bankrupt.
6. A contestant for elective position must be intellectual and physically fits, attending meetings,
7. Contestant most be a legally married man or woman.
8. Contestant for the position of president/ Vice president, Secretary and Spokesman must at least be intellectual capacity reading and writing
8. Contestants to offices under this electoral act, of the constitution shall possess and display sufficient understanding of the philosophy and strategic direction and purposes of Kings and Queens Delta state 2007 intake.

SWEARING-IN/HANDING OVER

 GREAT 2007 JULY DELTA STATE INTAKES,
I greet everyone in the house,

With due respect, we want to inform this honourable house that some of us among the group has not been sleeping due to the love and concern for the 2007 DELTA STATE JULY INTAKES, over the usual calmness and backwardness of this great group, for the group to know how important this house is to us , a way forward 2007 July Delta state intakes Whatsapp group was setup, some of us to look into the lingering problems that actually causing the backwardness of this great house, amongst the way forward members, set-up six persons committee with the mandate of second way forward to bring the lasting solution to the unforseen misunderstanding of general Whatsapp platforms, the following Inspectors are mingo Friday, Christina Okoro, Ijeoma Sunday, Francise Ngegwu, Happiness Nwokolo, Dina Augustina , the above listed names were nominated .  

 OUR REPORT:,

 DELTA STATE JULY 2007 INTAKES GENERAL PLATFORM GROUP (Whatsapp) contributed the total sum of nine hundred and five thousand naira, (N975,000), seven hundred thousand naira and (N700,000), have been given to the departed colleagues and those that celebrated and those that lost their mother's, after the foundation of the 2007 July Delta state intakes Whatsapp group, we have lost two officers, two marriage, two dedication, two mother burial,

In the cause of the six persons committee, the committee invited some of the key members of the first Executive under our president, inspector Chimeze to give details of the financial report of the group, which W/Inspr Happiness a member of the committee yet who have been in the position of the great house money to give the committee financial report, she refused to give a breakdown of the money that is in her possession, all she said Was that she has transferred all the money to our president Chimezie, and on till she has not given the evidence of her transferring the money to Chimezie, inspr Eloho was also invited she submitted a vital Report and a good explanation, lastly W/Inspr. Joseph Chemezie was also invited to give the committee details, but she kept silence and refused to say a word up till date,

The following officers are the executive members that assisting the group with their account numbers for the contribution of our departed colleagues, and those celebrating one ways and others, each intake paid the sum of three thousand Naira (N3,000), one hundred thousand Naira (N100,000) will be given to the celebrants, with our findings we discovered that the sum of two hundred eighty two thousand Naira (N282,300) remaining total balance account of the intake group, 
One hundred ninety ninety thousand three hundred naira, (N199,300) are with W/Inspr Nwokolo Happiness which she alleged that, after contribution and sending one hundred thousand naira to the celebrants the remaining always send to the W/Inspr Joseph Chemezie, head of intake Whatsapp group. 
The last contributed money for the last occasion are with W/Inspr Augusta Dina the sum of eight three thousand naira (N83,000),
