The Niger Delta Progressive Youth Leadership Foundation (ND-PYLF) invites every one of you today 28th of April 2024, here in the Federal Capital Territory FCT Abuja to join hands to appreciates His Excellency Ahmed Bola Tinubu GCFR for appointing the credible sons and daughters of the Niger delta region into various offices in his administration of Renewed  Hope Agenda. 

ND-PYLF is a foundation registered under part C of the companies and Allied Matters Act 1990 as amended. The foundation’s mandate is to groom and mentor the youth of the Niger Delta in leadership. The foundation also focuses on the welfare and human capacity development of the youths of the Niger Delta region. ND-PYLF was established on the 13th of September 2015.  Is a socio-cultural and non-partisan organization for promoting and protecting the language, culture, customs and traditions, inter-communities’ solidarity, world peace, ethnic co-operation, national integration, promoting good governance and welfare of all our people, on the principles of freedom, equality, and justice, including consolidating the unity of our people, regulating, and guiding the conduct of our youths’ affairs in the Niger Delta Region.

ND-PYLF is made of up Nine (9) State chapters in the Niger Delta Region, across the three geo-political zones in the Southern part of Nigeria. These include six state chapters from the South-South geo-political zone, namely, Bayelsa, Delta, Edo, Rivers, Cross-River, and Akwa-Ibom State. Two state chapters from the South-East geo-political zone, Abia, and Imo State, and one state chapter from the South-West geo-political zone, Ondo state Chapter. The ND-PYLF as an organization covers all ethnic Nationalities in the Niger Delta Region.

 Niger Delta Progressive Youth Leadership (ND-PYLF) wishes to appreciate and commended Mr. President Ahmed Bola Tinubu (GCFR) for finding High Chief Dr. Dennis Brutu Otuaro Ph.D. worthy for the appointment as the Administrator, Presidential Amnesty Programme.

Mr. president sir, your appointment of Dr. Dennis Otuaro showed that you are a listening Father and leader who is committed to the genuine development of the Niger Delta Region. This appointment is a round peg in a round hole. We were all agitating that the Presidential Amnesty Programme appointment should be given to those who really understand the fundamental reason why the office was created. And this was the demand of most of the beneficiaries of the Presidential Amnesty Programme.

 Mr. President Sir, you have done well for acknowledging this request of appointing High Chief Dr. Dennis Brutu Otuaro one of the outstanding illustrious sons of the Ijaw Nation and the Niger Delta who was at the forefront of the agitation and struggle for the emancipation of the great people of Niger Delta region from economic and political marginalization. Chief Dennis Otuaro is among those who went through hell to give the great people of the Niger Delta the loud voice with which they are talking about today. Chief Dennis is one of the exceptional leaders that has been a great source of hope, inspiration, and motivation to multitudes of people, especially the young people. Inside of the struggle of Niger Delta emancipation he decided to pursue education holds a PhD in comparative Politics and Development Studies, MSc in Public Administration, and a BSc in Education.  He had previously served as a Senior Special Adviser to the Managing Director, Niger Delta Development Commission (NDDC) on Special Duties.

 

PRESIDENTIAL AMNESTY PROGRAMME PAP

Mr. President sir, the Presidential Amnesty Programme was established by late President Musa Yar’Adua’s administration on the 25th, June 2009, as part of the government’s measures to reduce militancy in the oil-rich Niger Delta region. During these processes of Disarmament, Demobilization and Re-integration (DDR), the first phase of disarmament was 20,192 ex-combatants, while the second phase was 6,166 ex-combatants and the Third phase of 3,642 in total of 30,000 ex -combatants was captured into the Presidential Amnesty Programme (PAP). It is very important for us to state categorically that 18,000 of the beneficiaries of the Presidential Amnesty Programme are members of the Niger Delta Progressive Youth Leadership Foundation (ND-PYLF).

Mr. President sir, our attention has been drawn to a faceless and phantom body called ‘Niger Delta Equity Movement which address can not be find in anywhere in Yenagoa, Bayelsa State capital and others disgruntle elements writing frivolous petitions against the well accepted Administrator being appointed to the Presidential Amnesty Programme. They alleged that the Administrator in question was deeply involved in opposition part activities directed against the APC Federal Administration, during the last presidential election. Also stated that his emergence as the Administrator of the Presidential Amnesty Programme is a slight to devoted APC stalwarts.

Mr. President Sir, it is good we make the records clear to everyone who care to know the fundamental truth.  This said group Niger Delta Equity Movement and other faceless groups is not known to the Ijaw Nation and indeed the entire good people of Niger Delta Region. The supposed groups is non-existent character created by disgruntle element to cause unnecessary distraction for the well-deserved appointment of High Chief Dr. Dennis Brutu Otuaro Ph.D.

For record purposes, it is very important to state clearly that High Chief Dr. Dennis Brutu Otuaro is a financial and a bonafide card-carrying member of the All-Progressive Congress APC. The Delta State Executives of the All-Progressive Congress APC can attest to the fact of the contribution of Dr. Dennis Brutu Otuaro Ph.D outstanding financial support to the party activities since year 2019, and even his contributions in the last general election in Delta State cannot be swept away by mischief-makers.

In fact, we as an organization even disappointed that these faceless group of disgruntle elements does not care about the competence and capacity leadership quality of the appointed Administrator into the Presidential Amnesty Office, but, rather on issues of no economic importance and the sustainable peace and development in the Niger Delta Region.

 

The Niger Delta Progressive Youth Leadership Foundation (ND-PYLF) wish to remind these faceless and fake group that during the last campaign Dr. Dennis Otuaro played an important role when the APC Presidential candidate who is the current President and Commander-In-Chief of the Arm Forces of the Federal Republic of Nigeria His Excellency Ahmed Bola Tinubu (GCFR) visited the Gbaramatu Kingdom in Warri South-west Local Government area of Delta State. It is known to us that Dr. Dennis Brutu Otuaro Ph.D. coordinated and presided over the entire logistics in the historical visit of Mr. President.  That was an open demonstration of support for his Excellency Ahmed Bola Tinubu GCFR and the All-Progressive Congress APC.

 

ND-PYLF strongly believe as Niger Deltans, we should all stand tall to support Mr. President and glamouring for more important positions in this administration and not engaging in this unproductive and futile pull him down syndrome. Our Niger Delta region is the highest revenue earner for the Federal Republic of Nigeria, and we deserve more critical Federal Government appointments that reflects our vast economic resource.

Finally, on the Presidential Amnesty Programme appointment, the Niger Delta Progressive Youth Leadership Foundation believe that Mr. President made the right choice in appointing High Chief Dr. Dennis Brutu Otuaro as the Administrator, Presidential Amnesty Programme. He is a critical stakeholder of PAP and Niger Delta Region.

 

Mr. President Sir, we urge you to disregard such misleading faceless and disgruntle groups of elements that is borne out of selfishness and mischief-makers that should be ignored in its entirety because of the purpose of distraction to the Presidential Amnesty Programme, the generality of the Niger Delta Region and Nigeria at large.
