Niger Delta leaders has not done any thing good to the youths ... NDYLC

PRESS RELEASE  16TH APRIL, 2018.

NIGER DELTA LEADERS HAS NOT DONE ANY THING GOOD TO THEIR YOUTHS RATHER THAN BALKANIZING THE INTEREST OF THE YOUTHS IN THE NAME OF POLITICS.
The leaders of the Niger Delta Youths Leadership Congress (NDYLC) are calling all beneficiaries of the Presidential Amnesty Programme to give their full support to the Present Special Adviser to the President on Niger Delta and the Coordinator of the Presidential Amnesty Programme, Prof. Charles. Q. Dokubo.
His appointment is indeed the most heart-warming and gladdening news that has come to our way. As beneficiaries, under the Programme, we all need to give him time to go through the Mandates of the Presidential Amnesty gazette so that he can systematically addressed the fundamental issues affecting the progress of the Programme for all and sundry. And is coming on-board to the Amnesty Office, is a direct answer to our prayers because of what we have suffered as beneficiaries of the programme. The Niger Delta Youths Leadership Congress knows that he will use his vast wealth of experience in both the Public and private sectors to bring about the needed change in the Affairs of the Amnesty Programme.
Therefore, all beneficiaries need to stand in solidarity with the Special Adviser, Professor Charles. Q. Dokubo for him to improve the standard of the Presidential Amnesty Programme.
It is very important to lay more emphasis to the Presidential Amnesty Programme. The Niger Delta Presidential Amnesty Programme is also known as the ‘Nigeria DDR programme first at it kind.

What is Nigeria DDR Programme?
Nigeria DDR programme is a fundamental programme established by the Federal Government of Nigeria for Militants groups in the Niger Delta region. It is based on systematic approach by the then Government of late President Musa Ya’adua to establish a diplomatic relations with agitating groups that carried out weapons to fight against political and social marginalization, economic injustice and environmental degradation in the Niger Delta Region contributed by Trans National  Oil Companies.

What is DDR?
DDR are applied strategies for executing successful peacekeeping operations, and is generally the strategy employed by UN peace keeping operations following civil wars. DDR stands for disarmament, demobilization and reintegration.
The objective of the DDR process is to contribute to security and stability in post-conflict environments so that recovery and development can begin. The DDR of ex-combatants is a complex process, with political, military, security, humanitarian and socio-economic dimensions. It aims to deal with the post-conflict security problem that arises when ex-combatants are left without livelihoods or support networks, other than their former comrades, during the vital transition period from conflict to peace and development. Through a process of removing weapons from the hands of combatants, taking the combatants out of military structures and helping them to integrate socially and economically into society. DDR seeks to support male and female ex-combatants and men, boys, women and girls associated with armed forces and groups, so that they can become active participants in the peace process.
Disarmament entails the physical removal of the means of combat from ex-belligerents (weapons, ammunition).  is the collection, documentation, control and disposal of small arms, ammunition, explosives and light and heavy weapons of combatants and often also of the civilian population. Disarmament also includes the development of responsible arms management programmes
Demobilization entails the disbanding of armed groups; is the formal and controlled discharge of active combatants from armed forces or other armed groups. The first stage of demobilization may extend from the processing of individual combatants in temporary centres to the massing of troops in camps designated for this purpose (cantonment sites, encampments, assembly areas or barracks). The second stage of demobilization encompasses the support package provided to the demobilized, which is called reinsertion.
Re-integration describes the process of reintegrating formers combatants into civilian society, ensuring against the possibility of a resurgence of armed conflict. Is the process by which ex-combatants acquire civilian status and gain sustainable employment and income. Reintegration is essentially a social and economic process with an open time-frame, primarily taking place in communities at the local level. It is part of the general development of a country and a national responsibility, and often necessitates long-term external assistance.
In this regard, DDR lays the groundwork for safeguarding and sustaining the communities in which these individuals return, while building national capacity for long-term peace, security and development. It is important to note that DDR alone cannot resolve conflict, prevent violence, or enable development. It can, however, help establish a secure environment so that other elements of a recovery and peace-building strategy can proceed.
I think that is the fundament reason behind of establishing Nigeria DDR programme for the Niger Delta ex-agitators with presidential pardon by Late President Musa Yar; adua in year 2009, which is Generally accepted and only cover 30,000 Youths, who has been characterized as militants groups because of fighting against Economic injustice and environmental degradation in conjunction with Trans-National Oil Companies and the Federal Government of Nigeria. But, today, everybody is now clamoring to be part of the Programme that is designed for 30,000 militants Youths in the Niger Delta regions.
It is pertinent to know that this programme is specially design to change the life of the ex-agitators and reintegrate them back to the society for National Development.
