A coalition of Niger Delta peace advocates and development stakeholders has issued a strongly worded communiqué expressing support for the ongoing reforms in the Presidential Amnesty Programme (PAP) under its Administrator, Dr. Dennis Brutu Otuaro, while making a series of allegations against some individuals over the administration of the programme.
Addressing journalists at the Arogbo Civil Centre in Arogbo, Ondo State, the coalition described recent protests over stipend payments as attempts to undermine peace and the reform agenda of the PAP. It maintained that the monthly ₦65,000 stipend was designed as a temporary reintegration allowance rather than a permanent entitlement, and rejected calls for any upward review.
The coalition commended Dr. Otuaro for prioritizing education and human capital development, citing the sponsorship of thousands of Niger Delta youths into universities across Nigeria and postgraduate programmes abroad as evidence of the programme's renewed focus.

The group also made allegations of financial misconduct involving purported "ghost-name" beneficiaries and called on relevant anti-corruption and security agencies to investigate the claims. It further urged security agencies to prevent acts capable of disrupting public peace and critical infrastructure in the Niger Delta.

Reaffirming its commitment to peace, the coalition declared its support for reforms aimed at ensuring transparency, accountability, and sustainable development in the Presidential Amnesty Programme, while urging all stakeholders to pursue dialogue and lawful engagement in addressing grievances. Gentlemen of the Press,

We have gathered here today at the Arogbo Civil Centre to put a definitive, uncompromising end to a long-running theater of greed, entitlement, and systemic economic sabotage. 

For too long, a loud, highly toxic, and parasitic minority of self-styled "ex-agitators" and hired political mercenaries have held the Presidential Amnesty Programme (PAP) hostage. They have transformed minor, routine administrative bank delays into weapons of mass blackmail issuing threats, blocking public roads, and insulting the leadership of the PAP simply because their 65,000 monthly stipends did not drop on their preferred hour.

Today, as a united coalition of Niger Delta peace advocates, regional elders, and development experts, we declare: THE ERA OF BLACKMAIL IS DEAD. We are drawing a line in the sand. We are prepared to wage a total intellectual, social, and legal war against the merchants of chaos who want to drag our region back to the dark ages of blood, violence, and economic dependency.

THE COLD, HARD FACTS: THE STIPEND IS NOT A LIFETIME SALARY

Let us educate the illiterate minds and professional blackmailers who choose to ignore history. 

The Presidential Amnesty Programme, established in 2009, was never designed to be a lifetime pension scheme or a permanent welfare agency for lazy individuals.

Under global best practices for Disarmament, Demobilization, Rehabilitation, and Reintegration (DDR) programs, the monthly stipend is strictly a temporary transitional allowance. It was legally, structurally, and constitutionally designed to stop immediately after the de-radicalization process at Obubra, Cross River State, seventeen years ago!

That the Federal Government has magnanimously tolerated this monthly drain on the nation's treasury for nearly two decades is an act of extraordinary mercy. To now demand an "upward review" of this transitional handout is not just laughable; it is an outrageous overstretching of our collective luck.

Look at the North East Insurgency De-radicalization process. Those participants do not hold the nation to ransom. They do not block federal highways or demand stipend increments. Why must the Niger Delta be stained by the greed of a few professional dependents?

THE OTUARO REVOLUTION VS. THE REIGN OF GREED

Since his appointment in March 2024, the Administrator of the PAP, Dr. Dennis Brutu Otuaro, has driven a radical, aggressive, and highly proactive policy shift. He has made an uncompromising decision: PAP is moving away from feeding the insatiable appetites of local thugs, and is steering 100% into sustainable human capital development.

Look at the undeniable milestones recorded under Otuaro:

1. 8,500 Niger Delta Youths have been gainfully secured and admitted into over 50 top-tier Universities within Nigeria, fully funded by the PAPin this year 2026.

2. 247 Brilliant Scholars are currently pursuing advanced Postgraduate Studies (Masters and PhDs) in various elite universities across the United Kingdom, this year 2026.

This is the unapologetic direction this programme must sail. We are building an intellectual army, not funding the lifestyle of perpetual rent-seekers and corrupt regional elites.

UNMASKING THE MERCHANTS OF BLACKMAIL: OUR JOINT RESOLUTIONS

We are not here to speak in codes. We are here to name, shame, and expose the specific characters who are actively instigating crisis in our region for personal gain. 

 1. NO TO STIPEND INCREMENTS
We completely reject any call for an upward review of the 65,000 stipend. It is a transitional allowance, not a salary. Asking for an increase is economically suicidal, greedy, and unrealistic.

 2. We pass a resounding vote of confidence on Dr. Dennis Brutu Otuaro for restoring the core educational and developmental mandate of the PAP. We will defend his policies with everything we have.

3. THE EXPOSURE OF THE MERCENARY DANIEL EZEKIEL (ALIAS REGINA EZEKIEL)

We issue a severe, final warning to a notorious political thug and media mercenary named Daniel Ezekiel (often operating under the alias Regina Ezekiel). This individual is being heavily funded by greedy, disgruntled politicians who want to hold the Niger Delta hostage. Daniel Ezekiel uses his social media platforms to insult, blackmail, and defame Niger Delta leaders. 

Let the public know the truth: Daniel Ezekiel is NOT a registered beneficiary of the Presidential Amnesty Programme (PAP)! He has never been a part of the genuine Niger Delta struggle. He is a hired internet assassin, a blackmailer for hire, and we are calling on national security agencies to immediately arrest and prosecute him for incitement, fraud, and impersonation.

4. THE MONUMENTAL N3.16B HEIST: EXPOSING VICTOR EBIKABOWEI BEN (AKA BOYLOAF) AND JUDE GBABOYOR
We are calling out Victor Ebikabowei Ben, popularly known as General Boyloaf, directly and aggressively. The public must hear this shocking truth: 

Victor Ebikabowei Ben (Boyloaf) alone has been collecting a staggering 113 Million Naira MONTHLY from the Presidential Amnesty Programme! Over the last 28 months under this arrangement, Boyloaf has pocketed a mind-blowing total sum of 3.164 Billion Naira to date.( Marc,2024 to date)

Let us ask the critical question: Where is this money going?

These billions are being collected for GHOST NAMES allotted directly to Victor Ebikabowei Ben. This is a monumental, systematic heist of public funds meant for actual, suffering Niger Delta youth! It is time to completely stop Boyloaf and his parasitic troops now. 

Despite pocketing 3.164 Billion of public funds for non-existent beneficiaries, Boyloaf has the audacity to encourage, fund, and shield his personal boy and thug, Jude Gbaboyor, to instigate crisis, block roads, blackmail the current PAP leadership, and threaten the hard-earned peace of the Niger Delta, in the guise of stipends increments to undermine National Security.

We demand that Jude Gbaboyor and EZIKIEL Daniel call their pay master General Boyloaf to account for this heist against the people immediately. We know exactly who is behind these protest threats. If you continue down this treasonous path of blackmail to protect and double your illegal 113 Million monthly cash cow, you will face the unyielding wrath of the entire Niger Delta masses, who will physically and legally block you from further exploiting our region. 

5.We call on the Department of State Services (DSS), the Nigerian Police Force, and all national security agencies to launch an immediate, aggressive manhunt for Jude Gbaboyor, Daniel Ezekiel, and any self-styled ex-agitator attempting to block public roads, burn assets, or blackmail the federal government over routine payment delays.

7. FINALLY

Let this message reverberate through every creek, every city, and every office in the Niger Delta: The era of holding the government to ransom to fund the private empires of ex-warlords is over.

The future of the Niger Delta will not be built on the billions of Naira shared as monthly cash stipends to feed the appetites of a few irredeemable pockets and corrupt leaders like Boyloaf. It will be built on the minds we unlock, the careers we build, the universities we fund, and the sustainable peace we secure. 

If you choose to remain a professional blackmailer, your time is up. If you choose to remain a parasite feeding on the sweat of genuine beneficiaries, you will be crushed by the train of progress.
