Warri Federal Constituency Ward Delineation - Full breakdown as of June 2026
This is the Supreme Court-ordered exercise that’s been causing protests + tension in Delta State right now.
1. Background: Why the delineation
Supreme Court, Dec 2, 2022 case: _George U. Timinimi & 9 Others v. INEC_ ordered INEC to do fresh delineation of wards + polling units in Warri North, Warri South, Warri South-West LGAs. Reason: Long-standing complaint of unfair representation among Ijaw, Itsekiri, Urhobo ethnic groups
INEC did fieldwork July 10-19, 2024 with all stakeholders. Proposed report shown April 4, 2025. *Final report released May 20, 2026* at Asaba.
2. New Ward Structure - 20 Wards Per LGA:
INEC created 20 Registration Areas/Electoral Wards for each of the 3 LGAs. Old vs New:

**Warri South** 12 20 Itsekiri retain 1 House of Assembly seat. Ijaw + Urhobo share the 2nd seat

**Warri South-West** 10 20 13 Ijaw wards + 7 Itsekiri wards. 2 State Assembly seats
Total: *60 wards* for Warri Federal Constituency now, up from 32 before.
*3. Other Changes in the Report*
1. *2 additional State Constituencies*: Created for Warri North + Warri South-West to increase representation
2. *1 additional Federal Constituency*: INEC recommended creation of extra House of Reps seat for Warri North + Warri South-West, but needs National Assembly constitutional amendment
3. *Status*: INEC National Commissioner Abdulrazaq Yusuf said the report is “the decision of the Commission for immediate implementation”
*4. Current Status - June 10, 2026*
1. *Legal*: Court of Appeal + Federal High Court Warri dismissed suits challenging the delineation. Courts say INEC has authority.
2. *Protests*: Since June 8, 2026, Ijaw/Urhobo youths shut down 13 oil flow stations in Escravos + Warri River area. Demand: Implement the report.
3. *Peace moves*: Gov Sheriff Oborevwori held peace meeting Monday with all 3 ethnic leaders. All pledged peace + dialogue.
*What “implementation” means next*: INEC needs to gazette it, update voter register, create new polling units, do Continuous Voter Registration CVR with new wards. That hasn’t started yet = source of tension.
*Itsekiri position*: Reject the report, call it “fraudulent” and “lopsided”.
*Ijaw/Urhobo position*: Accept it as Supreme Court judgment compliance.
