NATIONAL ASSEMBLY RECEIVES PROPOSALS FOR CREATION OF NEW LGAs, LAGOS SEEKS 37 MORE, AKWA IBOM MISSING
The National Assembly has received a list of proposed new local government areas (LGAs) to be created in the country.
The list of new local Government Areas to be created was received in January 2026. It reflects demands for administrative restructuring and improved grassroots governance across Nigeria.
The proposals, attributed to several states, include requests to create additional LGAs, rename or reorganise existing administrative areas, and bring government services closer to local communities.
However, the list should be treated as a set of reported proposals, not an approved creation of new local government areas. Any constitutional creation of new LGAs must follow the procedures prescribed by the 1999 Constitution, as amended.
The proposals reportedly cover states across Nigeria’s six geopolitical zones, with Lagos State said to be seeking 37 additional LGAs.

Constitutional Process Still Required
The creation of new local government areas in Nigeria is governed by Section 8 of the 1999 Constitution, as amended. A state House of Assembly must meet the constitutional requirements for creating new LGAs, including the prescribed consultation and approval processes.
The state must also transmit the relevant decision to the National Assembly for the constitutional process involving amendment of the First Schedule to the Constitution, where the recognised local government areas are listed.
Consequently, the reported submission of proposals does not, by itself, establish that the National Assembly has approved the requests or that the proposed LGAs legally exist.
Separate Proposals for New States
The reported LGA proposals come amid broader discussions about Nigeria’s administrative structure. Separately, bills seeking the creation of additional states have been considered by the House of Representatives, with some reportedly passing second reading.
State creation and local government creation are distinct constitutional processes, and progress on one does not automatically mean approval of the other.
