Describes PAP Administrator as a New Chapter in the Presidential Amnesty Programme, Commends Human Capital Development, Empowerment and Peacebuilding Initiatives

The Edo State Niger Delta Ex-Agitator General, Chief (Hon.) Siemens Nisor Bekes, has felicitated with the Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr. Dennis Burutu Otuaro, on the occasion of his 50th birthday anniversary, describing the milestone as a celebration of a man whose leadership has opened a new chapter in the history of the Presidential Amnesty Programme.
In a goodwill message marking the birthday, General Siemens Nisor Bekes congratulated Dr. Otuaro for attaining the golden age of 50 and commended his contributions to the advancement of human capital development, education, youth empowerment, stakeholder engagement and peacebuilding across the Niger Delta.
According to him, Dr. Otuaro's leadership of the Presidential Amnesty Programme has placed greater emphasis on preparing Niger Delta youths for sustainable livelihoods and productive participation in the economy, rather than relying solely on financial interventions.
He noted that one of the most visible areas of the Otuaro administration has been its renewed emphasis on education and human capital development.
Under Dr. Otuaro's leadership, PAP reported the deployment of more than 9,000 scholarship beneficiaries to universities within and outside Nigeria between 2024 and 2025, including 4,500 students deployed to Nigerian universities for the 2025–2026 academic session.
General Bekes further commended the expansion of foreign postgraduate scholarship opportunities, noting that PAP has continued to send beneficiaries to reputable institutions abroad while encouraging them to return their knowledge and skills to the development of the Niger Delta and Nigeria.
He also acknowledged the programme's growing emphasis on vocational training, entrepreneurship, employment and post-training empowerment, which PAP describes as part of its effort to transform beneficiaries into employable citizens and entrepreneurs capable of contributing to the regional economy.
General Siemens Nisor Bekes described Dr. Otuaro as a "new chapter of the Presidential Amnesty Programme," particularly because of the renewed attention to education, skills acquisition, empowerment and sustainable reintegration.
He stated that the success of the Amnesty Programme should ultimately be measured by its ability to equip young people with knowledge, skills and opportunities that can enable them to become productive members of society.
He also commended the Administrator's efforts to deepen engagement with critical stakeholders in the Niger Delta through leadership, alternative dispute resolution and mediation programmes designed to strengthen dialogue and peaceful coexistence.
PAP has reported that these stakeholder engagements form part of its broader peacebuilding process, with emphasis on making community leaders and stakeholders active partners in maintaining peace and stability in the region.
General Bekes said the emphasis on peace, education, empowerment and human capital development is particularly significant for the Niger Delta, where sustainable development requires a generation of educated, skilled and economically empowered young people.
The Edo State Niger Delta Ex-Agitator General further praised Dr. Otuaro for recognising the importance of investing in the younger generation.
He said the beneficiaries of PAP scholarships, vocational programmes and empowerment initiatives should see the opportunities provided to them not merely as government assistance, but as a responsibility to contribute meaningfully to their families, communities, the Niger Delta and Nigeria.
He urged beneficiaries and other Niger Delta youths to take advantage of available educational, vocational and entrepreneurial opportunities and become ambassadors of peace and development.
General Siemens Nisor Bekes described Dr. Otuaro's 50th birthday as an important personal milestone and an opportunity to celebrate his contributions to the Niger Delta.
He congratulated the PAP Administrator and wished him continued wisdom, good health, strength and success as he continues to serve the region and the nation.
He also prayed for God's continued guidance upon Dr. Otuaro, his family and his team, while expressing optimism that his contributions to the development of Niger Delta youths will continue to yield positive results.
General Siemens Nisor Bekes concluded by describing High Chief Dr. Dennis Burutu Otuaro as a leader whose tenure has brought renewed attention to education, human capital development, empowerment, stakeholder engagement and peacebuilding within the Presidential Amnesty Programme.
He therefore joined the people of the Niger Delta, PAP beneficiaries, stakeholders, friends and associates in celebrating the Administrator on his 50th birthday anniversary.
