PETITION TO THE CHAIRMAN, INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC), ON THE MARGINALIZATION OF THE ILAJE COMMUNITY IN THE PROPOSED WARD DELINEATION OF WARRI SOUTH-WEST LOCAL GOVERNMENT AREA, DELTA STATE
The Chairman,
Independent National Electoral Commission (INEC),
INEC Headquarters,
Abuja, Nigeria.
Dear Sir,
PETITION AGAINST THE EXCLUSION AND MARGINALIZATION OF THE ILAJE COMMUNITY IN THE PROPOSED WARD DELINEATION OF WARRI SOUTH-WEST LOCAL GOVERNMENT AREA, DELTA STATE
We write on behalf of the Ilaje Community of Warri South-West Local Government Area, Delta State, to respectfully register our strong objection to the proposed ward delineation recently released by the Commission in respect of the Warri Federal Constituency.
The Ilaje people are a recognized indigenous ethnic community within Warri South-West Local Government Area and have, over the years, actively participated in electoral processes and democratic governance within the area. The community presently possesses over 20,000 registered voters spread across more than five (5) polling units, thereby constituting a significant electoral population whose interests ought to be fairly represented in any ward delineation exercise.
It is therefore shocking and deeply disturbing that the proposed ward delineation failed to allocate a single ward to the Ilaje Community despite our substantial voting strength, historical presence, and continuous contribution to the political development of Warri South-West Local Government Area.
This omission amounts to a clear case of political marginalization and disenfranchisement contrary to the constitutional principles of fairness, equity, inclusiveness, and democratic representation. A delineation exercise intended to enhance representation should not result in the total exclusion of a community with such a significant electoral population.
We respectfully submit that:
1. The Ilaje Community has a verifiable voter population exceeding 20,000 registered voters.
2. The community is served by more than five polling units, demonstrating its electoral viability.
3. The complete exclusion of the Ilaje people from ward allocation undermines the constitutional rights of the community to effective political representation.
4. The proposed delineation, if implemented in its current form, would create a grave imbalance in political participation and representation within Warri South-West Local Government Area.
5. The principles underlying the Supreme Court-directed delineation exercise require fairness and equitable representation of all affected communities.
In view of the foregoing, we humbly request the Commission to:
a. Immediately review the proposed ward delineation affecting Warri South-West Local Government Area.
b. Recognize the electoral strength and demographic reality of the Ilaje Community in the final delineation report.
c. Allocate an appropriate ward or wards to the Ilaje Community in accordance with its voter population and geographical spread.
d. Grant representatives of the Ilaje Community an opportunity to present further evidence and make submissions before the final delineation is adopted.
We note that INEC has repeatedly clarified that the ward delineation process remains subject to review and stakeholder engagement and that no final decision should prejudice the legitimate interests of affected communities.
We therefore urge the Commission, in the interest of justice, peace, equity, and democratic inclusion, to address this glaring omission and ensure that the Ilaje Community receives fair and adequate representation in the final ward delineation for Warri South-West Local Government Area.
Kindly accept the assurances of our highest regard.
Yours faithfully,
Ilaje Progressive Union, Delta State Chapter.
For and on behalf of the Ilaje Community
Warri South-West Local Government Area
Delta State
